Twitter is very similar to a large group conversation in that you must talk to people in order for them to talk to you.  So as you try to build your twitter network remember that the same rules of social dynamics apply.

To be worth following you must be interesting, participate in conversations, offer valuable information, and keep your signal to noise ratio high.  But even if you are doing all of these things you might still have trouble getting followers.  My favorite tool for finding unique and interesting people to follow is Mr. Tweet.
